To: U.S. Government Authorities From: Cuban Civil-Rural Development Project
We hereby recommend to the President of the United States of America, Mr. George W. Bush, Congress, Democrat and Republican presidential candidates, the organizations constituting the Proyecto de Desarrollo Civico Rural Cubano (Alianza Nacional de Agricultores Independientes de Cuba, Centro de Estudios e Investigaciones Agricolas de Cuba, Federacion Latinoamericana de Mujeres Rurales – FLAMUR, and Union de Jovenes Rurales) to take all necessary executive and legislative measures in order to allow the Cuban people and the civil institutions representing them, to participate on all trade activities affecting their well being. We clearly understand the sovereign right of the United States of America with respect to its decision to duly select its financial and trading partners, but we also believe that private enterprise has, as well, the same right when it comes to the participation in our free market and economic system. In this regard, we respectfully solicit that the Cuban private sector, or at least the agricultural one, be considered when assessing the benefits arising out of the agricultural product sales agreements between the governments of the United States of America and Cuba, and having such arrangements conditioned to the consent or endorsement of the private Cuban producers.
